How about an option to not print the guardian receipts at check-in but print them at check-out instead. That way parents would be forced to check-out in order to get a receipt so they could then go pick-up their kids. Pros, cons - am I missing something as to why this wouldn't work?

Interesting idea. The one thing that could be an issue is the security risk of someone impersonating another parent, creating a valid check-out receipt & then picking up a child they are not authorized to pickup.
How would someone impersonate another parent?
Currently the system allows a parent to initially identify themselves with a phone number. If another person knows a parent's phone number, they could just enter that at the check-out station.

The current design of the system provides strong security and still allows the parents the convenience of using a phone number for check-in. Having the receipt generated at check-out would break the current security model.
So, couldn't someone impersonate another parent at check-in by entering their phone # then?

Also, what if they had to use the key-tag to check-out?
The way the system is currently setup, another person could enter in someone else's phone number at the check-in station, but without physical custody of that person's children they have no one to check-in.

To pull up someone else at the check-in station, I would already have to know their phone number. If the station is in unattended mode then there is no personal information of the guardian or children displayed so the impersonator does not get any additional information that what they already knew.

Since the guardian receipts and check-out barcodes are generated at the time of check-in and are unique for every check-in there really isn't anything an impersonator can do to obtain anything that would allow them to check anyone out.

The system has to always allow a parent the ability to identify themselves with either a key tag or a phone number. (in case they lose/forgot their key tag) Key tags are more of a convenience item rather than a security item.
